Scope of work    

1.    Main Tasks and Key Deliverables

Under the direct supervision of the Minister, the Communication Specialist will:

Main tasks

1.    Develop and implement a comprehensive communications strategy aligned with the Minister’s objectives and MEHE’s strategic priorities.

2.    Draft and review official statements, ministerial briefings, press releases, and other public communications materials.

3.    Ensure communications materials are evidence-based, accurate, and aligned with MEHE’s strategic goals and policies.

4.    Establish and manage clear, effective communication channels within MEHE departments, Regional Education Offices, School principals, and educational staff.

5.    Regularly update internal and external stakeholders on ministry initiatives, reforms, and policy changes.

6.    Prepare high-quality documents, reports, and presentations that clearly communicate MEHE’s strategic vision at national and international levels.

7.    Support the Minister in communicating decisions and outcomes from key strategic meetings and engagements.

8.    Regularly advise the Minister on potential communication risks, challenges, and opportunities relating to MEHE’s initiatives.

9.    Assist with organizing and managing public advocacy events and media interactions to enhance MEHE’s visibility and stakeholder engagement.

Deliverables and Schedules Key deliverables

1.    A practical, results-oriented communications strategy clearly articulating the Minister’s educational reforms, priorities, and initiatives.

2.    Performance indicators and benchmarks for assessing the effectiveness of communication activities.

3.    Regular communication materials including briefings, reports, press releases, presentations, and media content.

Monthly status reports highlighting communication achievements, challenges, and recommendations for improvement.

Reporting Requirements Monthly progress reports are submitted to the supervisor for approval.

The contract is signed with a management service provider working with UNICEF. Fees are comparable with similar level of expertise in international organizations.

Profile

Requirements

·         A minimum first-level university degree with at least 5 years of relevant experience.

·         Demonstrated experience in strategic communication, content creation, and media engagement.

·         Experience in public sector or donor-funded settings, particularly involving educational reforms or change management.

·         Fluency in Arabic and English.

·         Familiarity with MEHE policies and procedures.

·         Proficiency in ICT tools, including management dashboards and analytics applications.

·         Ability to produce high-quality, concise technical reports and briefings.
