Job Overview

Under the overall guidance of CTA, the direct supervision of the Local Economic Development and Livelihood Specialist and day-to-day management of the respective Area Managers, the Socio-Economic Development Consultant(s) will be primarily responsible for planning, implementing and monitoring livelihoods projects within a broader local economic development approach. To ensure a proper implementation of the projects the Socio-Economic Development Consultant(s) will perform the following functions:

Phase 1: Identification of local level livelihoods interventions:

  1. Coordinate and meet regularly with Municipalities, beneficiaries and related government institution to establish and maintain constructive relationships and networks connecting across the local level;
  2. Contribute to and build on participatory local processes to identify needs and opportunities for livelihoods interventions;
  3. Ensure that the identified and planned interventions are aligned to donor requirements and UNDP requirements (e.g. legal, feasibility, etc.);
  4. Provide input to and/or draft concept notes and other necessary documents on livelihoods-related interventions.
  5. Consult with UNDP-LHSP colleagues at area and country-office level to ensure identified interventions are contributing to the objective of the LHSP2.0 and Local Development Projects.
  6. Liaise with the Socio-Economic Development Experts in other areas to ensure alignment of interventions and to benefit from economies of scope and scale;
  7. Prepare, organise and facilitate workshops and briefing sessions for a variety of local-level stakeholders.

 

Phase 2: Design and Implementation Phase:

  1. Collaborate regularly and consistently with relevant colleagues at area level, for example engineers and Area Managers, as well as relevant colleagues at country office level to ensure information-sharing and consistent quality update;
  2. Provide technical input and assist in the development and revision of any livelihood programme design, and participate  in the evaluation of offers and provide feedback.
  3. Perform regularly project visits to check on the quality (Quality assurance and quality control) and progress of the intervention and prepare timely field reports on the progress of various projects;
  4. Attend progress meeting all relevant stakeholders to facilitate, drive and monitor the progress of work in line with the planning schedule as well as ensure regular follow up of projects under implementation to make sure quality products are delivered to beneficiaries;
  5. Review and validate the submissions from implementing partners, including but not limited to technical reports, payment records, and so on;
  6. Assist in drafting all contract related documents of projects under his/her responsibility, including but not limited to reviewing payments, enforcing compliance, monitoring submittal milestones, and preparing amendment documentation (such as but not limited to “Note to file”, “Memos”, “Technical letters”;
  7. Maintain accurate records and archives of all projects/activities, including financial records, data, pictures, reports, correspondence and minutes with respective municipalities, beneficiaries, consultants and contractors.

 

Phase 3: Completion and Follow-up Phase

  1. Monitor implementation and in close coordination with the LHSP team at country office provide input to M&E (e.g. for reporting)
  2. Support the communication and dissemination of information on initiatives (e.g. to factsheets, briefing notes, etc.)Socio-Economic Development Consultant will be based in one of the four UNDP Area Offices (Tyre, Tripoli, Chtoura and Beirut).If required, meetings with Project Team are to be held in Beirut at projects’ offices.

    2. Academic Qualifications and Years of experience:

    A bachelor’s degree a minimum of 6 years’ experience or a Graduate degree with 4 years’ experience in social, economic, business administration, or related fields. At least 2 years of experience in work with UN agencies an advantage.

     

    Other Assets:

    • Effective oral and written communication skills;
    • Attention to detail and ability to handle tasks accurately;
    • Strong verbal and written communication skills in English and Arabic.
