Job Overview

Objectives The purpose of this consultancy is to support MEHE in coordinating implementing partners’ projects and initiatives within the Ministry of Education.

 

Background: The Ministry of Education and Higher Education (MEHE), in partnership with UNICEF and Save the Children, is leading the Lebanon Response Plan (LRP) sector and oversees a wide range of education initiatives across the country. With the approval of around 143 organizations under the Expression of Interest (EoI), a dedicated coordination specialist is required to enhance communication and collaboration among MEHE and sector partners. This role is vital in ensuring that the education initiatives adhere to international humanitarian standards and national strategic objectives, as well as MEHE’s 5-Year General Education Plan. The Education Coordination Specialist will be responsible for facilitating communication, managing information flow, and coordinating the activities of the education sector partners. S/he will work closely with MEHE, UNICEF, Save the Children, and other relevant stakeholders to ensure alignment with national strategies and international standards.

Scope of Work: Seconded to the Ministry of Education and Higher Education (MEHE), the NGO Coordinator will support the Ministry of Education in coordinating the NGO partners’ projects and initiatives within the Ministry of Education with the primary aim is to build on the previous efforts of NGO coordination within MEHE and work on maintaining and strengthening the coordination while ensuring the eventual transfer of capacity to civil servant staff to lead later on the scope of work. The consultant will report to MEHE’s Director General of Education.

 

Documents to be updated and reported by the end of each month to the Director General:

  • An excel sheet tracking all the requests processed during the month documenting the referral mechanism and the status of each case.
  • Updated List of EOI
  • Any sector documents to be published or approved and published
  • Monthly report including details of the progress within the month including all meetings conducted and priorities for the coming month.

 

The supervision line is the Director General of Education of MEHE

Minimum Qualifications Required: An advanced university degree (Master’s or higher) in Education or related social sciences field. If Other, Enter Disciplines: –          A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

 

Years of Experience required: –          Minimum of 7 years of recent experience in Education, with UN and or NGOs.

–          Proven technical expertise in education including program implementation, monitoring and coordination with ideally experience in the Sector approach.

–          Knowledge and experience in application of international technical guidelines and standards in Education (such as EiE) is an advantage.

 

Knowledge/Expertise/Skills required: 7 years of work experience within the Education sector (see above).

Work Assignment Expected Results

 

Deliverables/Outputs: Tasks/Milestone: Timeline Percentage of Payment (payments can be divided per 1 or more deliverables)
Follow up on the Expression of interest procedure including raising awareness on the importance of registering the organization in the database of the Ministry of Education to become part of the coordination pool. –          Update the EoI platform.

–          Support partners in their registration and approval process.

–          Inform and prepare meetings for the Director General.

By the end of each month of the reporting period. Payment will be made at the end of each month upon submission of a report detailing deliverable completion.

 

 

Ensure project review and coordination of all EOI are approved education partners, liaise and work with all relevant stakeholders, to support or complement existing coordination mechanisms under the ministry’s National Education Plan Identify relevant stakeholders and involve them in the coordination mechanism
In close collaboration with the national sector coordinator for UNICEF, strengthen the daily flow of information between MEHE and the humanitarian community. –          Support the Director General of Education and the national sector coordinator at UNICEF in answering queries and requests from the different education partners.

–          Support in sharing information related to Formal and Non-formal education with the sector partners.

–          Provide inputs to the sector newsletter and dashboard.

–          Support in answering media requests

–          review of the LRP Planning and costing

 

Support the UNICEF sector coordinator in the timely development of documents, assessments, guidelines etc. –          Support the development of guidelines, SOPs, surveys and assessments for the sector as per MEHE and the sector work plan.

–          Follow up on sector initiatives and ensure it’s coordination internally at MEHE

–          Follow up on MEHE’s approval of all sector documents.

Support in enhancing the coordination and information flow between the MEHE relevant departments, including Ministers’ office, that are involved in the education response. –          Attend MEHE internal coordination meetings when needed.

–          Follow up on SoPs, decision to open the second shift, enrollment of children, data entry and liaise with the sector partners for follow-up on all enrolment related issues

 

Act as a liaison between the sector IM and the MEHE IT department to facilitate the sector access to information Ensure effective coordination of information between the Ministry of Education and the sector under the DG’s supervision.
Guide MEHE staff with the aim to transition the position. Ensure strengthening the existing team working on NGO coordination at the Ministry of Education
