Acting as the primary field liaison for the WASH Sector, the officer will maintain a regular presence in areas of response to identify operational challenges, support partners in resolving field-level coordination issues, and provide timely feedback to both national and sub-national coordination teams on response progress, gaps, and emerging needs. The role will also contribute to strengthening monitoring and accountability by verifying implementation of WASH activities in collective shelters and other response locations.
The Roving Coordination Officer will work closely with sub-national coordination teams, sector partners, field teams, and existing monitoring officers to promote coordinated action, support technical decision-making at field level, and ensure that response activities are aligned with agreed sector standards and approaches.
Key Responsibilities
• Conduct regular field visits to collective shelters and response sites to monitor WASH activities, verify implementation, and assess operational progress.
• Support partners in conducting coordinated WASH technical assessments (RTA) in collective shelters, including the application of agreed sector tools and methodologies.
• Verify assessment findings during field visits and ensure results are communicated to the sector coordination team and reflected in planning.
• Identify and support the resolution of field-level coordination challenges and WASH interventions between partners, local authorities, site management, and sector actors.
• Work closely with sub-national coordination teams to strengthen coordination between field operations and national WASH Sector leadership.
• Provide technical advice to partners on WASH standards, response approaches, and operational decision-making in line with sector guidance.
• Work alongside existing monitoring officers and partner teams to strengthen monitoring, reporting, and information flow from the field to coordination structures.
• Collect and relay feedback from affected communities and shelter residents regarding WASH services, access challenges, and priority needs to support accountability and response adjustments.
• Report regularly to the WASH Sector coordination team on field observations, operational gaps, emerging needs, and response performance.
• Support coordination and communication between WASH partners operating in collective shelters and other response locations.
• Promote adherence to humanitarian principles, sector standards, and coordination protocols in field-level response activities.
• Represent the WASH Sector at field level when engaging with partners, local authorities, and site management actors.
• Contribute to sector reporting (SitRep) by consolidating field observations and identifying trends in service gaps, operational constraints, and priority needs. |

· Conduct regular field visits to collective shelters and WASH intervention sites, prioritizing shelters identified through the WASH 4Ws tracking as having gaps in services. · Verify reported service gaps during field visits and identify priority shelters requiring immediate WASH support, including those with the highest vulnerability. · Follow up with partners responsible for shelters where assessments or reporting have not been completed, engaging with them to understand operational capacity and constraints, and coordinating with sub-national teams to ensure assessments are conducted and information gaps are addressed, while reporting any capacity limitations or support needs to the WASH Sector coordination team. · Provide daily field updates (including photos where relevant) through agreed coordination channels summarizing key observations, urgent issues, and actions required. · Submit weekly visit plans and brief field monitoring summaries highlighting shelters visited, gaps verified, coordination issues identified, and recommended follow-up actions. · Prepare a monthly summary report outlining key findings, operational challenges, priority gaps identified, and coordination actions taken. · Submit a final end-of-assignment report summarizing shelters visited, major findings, priority needs across sites, and recommendations to strengthen WASH field coordination and monitoring. |
